I think that the hair 'conforms' to the bends of the body, resting just above the back/shoulders.
In this case the neck/head is bent so severly upward that the hair just scrunches up.
I probably could have fixed it by making the hair 'dynamic' so that it fell on the body naturally, but that would have also taken about a 30 minute simulation, and I was just getting impatient to get the series finished.
Again, one of the reasons I'm not a 'professional' with this stuff ^_^
